Educational purpose
Content on nyhealthcareguide.org is for general education about the Consumer Directed Personal Assistance Program (CDPAP), agency personal care services, paid family caregivers, the statewide fiscal intermediary, Medicaid home care appeals and fair hearings, and New York’s excess income rules. It is not legal, financial, or eligibility advice and is not an official determination by any plan, HRA, a county district, the New York State Department of Health, or OTDA.
Not a government site, agency, intermediary, trust, or law firm
This site is privately operated. Mentions of the Department of Health, HRA, NYC Aging, OTDA, ICAN, NY Connects, HIICAP, or the statewide fiscal intermediary are for your convenience and do not mean we are endorsed by or part of those organizations. The fiscal intermediary is named only because the State designates it. Free public help we encourage you to use: NY Connects 1-800-342-9871, HIICAP 1-800-701-0501, ICAN 1-844-614-8800.
No eligibility decisions, hours, or pay promises
Using the caregiver checklist tool at /tools/caregiver-checklist or submitting a form does not authorize, approve, deny, or change any home care service, does not decide whether any person may be a personal assistant, and does not promise hours, approval, timelines, or pay. Decisions are made only by your plan, HRA or your county district, the Department of Health, and OTDA’s fair hearing system.
Lead handling
If you request contact, you may hear from the site operator with educational information only. Your information is never passed to any home care agency, fiscal intermediary, pooled trust, trustee, or attorney. You can decline further contact at any time. See our Privacy Policy for how we hold your information.
Vendor neutrality
We do not rate, rank, or recommend specific home care agencies, plans, fiscal intermediaries, trusts, or law firms on this site. Any names that appear in your own notices come from your plan or the State, not from us.
Limitation
We strive for accuracy but do not warrant that all content is complete or current. Program rules, deadlines, and phone numbers change. Your own notice controls. Use official sources and free counseling for decisions that affect your care or an appeal. To the fullest extent permitted by law, the site operator is not liable for decisions made in reliance on this site.
Acceptable use
You agree not to submit false information, scrape the site, or use it to interfere with any other person’s care or coverage. We may remove content or refuse service at our discretion.
Governing law
These terms are governed by the laws of the State of New York, without regard to conflict-of-law rules.
